Emergency Rule

After consulting with our legal staff, we have determined that the best way to administer this program is to establish rules through the Washington Administrative Code process. The Emergency Rule is now available. A formal rulemaking process will follow soon thereafter. We do not believe that this rulemaking will materially delay application processing.
