Policies, Guidelines and Incentive Programs

Program Update: Since 1997, the Washington State University Extension Energy Program has provided support for the REM program through funding from the U.S. Department of Energy's Federal Energy Management Program (FEMP). While funding for the REM Program has been discontinued as of December 31, 2006, the resources in this website still offer value to REMs and those interested in contracting a REM for their facility. Additional energy management resources and support are available by visiting the FEMP website. Employees of federal facilities, or those contracted with them (including REMs) may access technical assistance through the EERE Information Center by calling 877-337-3463 or visiting their website.

While the information posted on this website will be accessible indefinitely, the site itself will not be maintained after December 31, 2006.

The policies and guidelines shown here are examples of past and present energy and resource efficiency management policies that were successful in their facility or installation. We have also provided a listing of Federal Laws and Regulations. This reference site is intended to assist you in writing an energy policy that can be designed specifically to meet the needs of your facility's energy and resource-use profile.

Department of Interior Energy Management Program
This is the DOIs Department Manual for their Energy program. It contains Guiding Principles, Responsibilities, Coordination Procedures, Planning & Reporting and Supporting Authorities. A good example from the Dept. of Interior.

Facilities and Energy Management Handbook
(National Aeronautics and Space Administration, NASA)
An in-depth program handbook that establishes energy policies based on facility objectives and purposes (non-mission/mission). Very well organized and detailed.

Energy Program Policies and Incentive Program Guideline
(Fort Lewis, WA)
An excellent example of a Resource Efficiency Manager (REM) Program. Quality details for program policy development including statements of Purpose, Objectives, Responsibilities, Data and Reporting, Coordinators, Training, Inspections, and Appendices on Standard Operating Procedures and Energy Use Instructions.

A thorough Incentive Program guideline with Eligibility Requirements, Basis of Savings, Cost Reduction and Avoidance, Incentive Payments and Spending Guidelines.

Energy Conservation Program, Policies and Incentive Program
(Nebraska National Guard)
A highly successful program that has been in use for several years. A great example for others to follow. This program has in it Objectives, Policy, Responsibilities, Procedures, Contingency Plans, Appendices on Measures Taken and a Checklist.

Energy Conservation Awards Program

The Secretary of the Navy's Incentive Program for Energy Conservation. Containing guidelines for Award Categories and Criteria.

Energy Waste Reduction Incentive Program

A brief memorandum of Ft. Riley's incentive program; the awards and prizes given.
